GDCE is headed by the Delegate of the Royal Government, assisted by five Deputy Directors-General. In 2005 there were 13 central offices, 4 operational offices in the city, 19 branches at the provincial and regional levels with a total of 66 checkpoints. In 2001 GDCE implemented a duty decentralization program so that offices, branches and their checkpoints, could determine values up to $1200, manage their statistics, settle disputes, and conduct research and anti-smuggling operations.
