Cambodia 's CEPT/AFTA Commitment

Cambodia has started to implement the tariff reduction schedule under the Common Effective Preferential Tariff Scheme for the ASEAN Free Trade Area (CEPT for AFTA) from 1st January 2000. For the purpose of clearance of CEPT goods, 8 green lanes have been established at 8 major check points namely: Phnom Penh International Airport; Dry Port; Phnom Penh Port; Bureau of Excise; Sihanouk ville sea port; Bavet (Svay Rieng); Phnom Den (Takeo) and Poi Pet (Bantey Meanchey).

The Inclusion List (IL) of Cambodia consists of 3114 tariff lines (it is approximately 46% of total tariff lines). In the first year of implementation (year 2000) about 945 tariff lines with tariff rates of 50%, 35% and 15% will have preferential rates (or CEPT rates) of 35%, 20%, 10% and 7% respectively. The structure of MFN rates and CEPT rates is as below:
