The General Department of Customs and Excise of Cambodia in the collaboration with Asian Development Bank (ADB), World Customs Organization (WCO) and Japan International Cooperation Agency (JICA) conduct Time Release Study (TRS) in 2013 based on the WCO TRS Guideline under the Asia Cargo Highway Initiative (ACHI), which was adopted by of ASEAN and Japan Customs Director General Meeting in April 2011.

The study measures the customs clearance time from the arrival of the cargos to the removal of the cargos from the customs. The study does not count the time taken to request for license or permits.

The results of the study found the average time taken as follow:

  1. Cargo arrival to removal from customs control (turnaround time) is 2d 14h 39m.
  2. SAD Lodgment – Removal from customs control is 0d 5h 37m.
  3. SAD Lodgment – Cargo Release Note (customs only) is 0d 1h 57m.
