Announcement of BIVAC International S.A:

With the references: Notification dated 17 March, 2009 from the Ministry of Economy and Finance concerning End of Pre-Shipment Inspection Services (PSI) agreement, Letter dated 12 March, 2009 from the General Department of Customs and Excise concerning End of Pre-Shipment Inspection Services (PSI) agreement.
BIVAC International Cambodia S.A. will stop receiving Pre-Shipment Inspection Order (PIO) from May 1, 2009.

Import Cargo Processing:

GDCE operates 24 hours a day, 7 days a week, at the airport and seaport. Cross- border station workhours are correlated with those of the neighboring country. A Sub-Decree prescribes an 8-hour workday including public holidays that can be extended overnight if needed. The other agencies are covered by this but they are not present at all times. Banking services are also not always available. Export Cargo Clearance:

The majority of goods exported through Sihanukville Port are garment exports. Most of these exported goods are examined by the Export Office in Phnom Penh, and the containers are sealed there. Customs at Sihanoukville port do not reopen the containers. They generally check the related documents and verify the seals on the containers. If everything is in order, containers are loaded on the vessels for export. There are some goods cleared for export at Sihanukville such as wood products and garments form factories located in the Sihanukville area. Declarations must be lodged in the prescribed forms at the entry point, accompanied by the bill of lading, commercial invoice, packing list, insurance, SGS Report of Findings where applicable, and other documents if required, e.g. licenses, certificate of origin, etc. Lodgement fees for imports or exports are $40....Read more

 


Payment of duties is required right after document verification and before physical inspection because (1) there are no penalties for any non-compliance in making the declaration, and (2) it would take longer to clear goods if errors are discovered during inspection, since the importer would have to pay duties again, hence encouraging compliance.
